Jolene will be presenting her Master’s thesis titled Deconstructing Colonial Policies in the Federal Public Service. In this iteration, Jolene will make direct linkages to the history of Indigenous healthcare, the current state of Canadian healthcare, and what Executives can do to action Reconciliation and decolonization in the Public Service. Jolene will draw from her research on Reconciliation, decolonization, systems thinking, leadership theory, and the Public Service culture to support the critical role Health Canada and PHAC Executives play in addressing systemic healthcare inequities faced by First Nation, Metis, and Inuit Peoples every day. She will conclude by providing actionable recommendations Executives can commit to implementing day-to-day.
Jolene Head (she/her) is a proud member of the Opaskwayak Cree Nation in northern Manitoba and has been a dedicated public servant since 2001. She began her career at the Winnipeg regional office of Indian and Northern Affairs Canada (now Indigenous Services Canada), where she served as a Lands Officer and later as Manager of Lands and Resources. She subsequently moved to Ottawa, where she held a series of progressively senior positions focused on reserve lands, including Manager of First Nation Land Management, Manager of Environment, and Acting Director of Lands and Environment Operational Policy.
